Instead of piercing the photo, one could embroider a triangular pocket in each corner, much like paper photo corners. You'd still want to avoid using an original, though b/c the fabric isn't pH neutral and it'll be exposed to light, etc.

Why not use transfer paper and put the photo onto the embroidery fabric? Then maybe use some embroidery to highlight parts of the fabric on the dress?
